The Community Closet

City Council plans debt restructure to stabilize tax rates

In an effort to avoid “spikes” in the tax rate for debt service and to stabilize future tax rates for debt service, the City Council voted to approve the restructuring of debt that was originally issued in 1997. This is the second phase of the financial plan presented in the spring. This involves the borrowing of $805,000 through General Obligation Refunding Bonds. The restructuring planned for June of this year was held up by state and federal regulations, which turned out to benefit the city because of the lower interest rates. The new interest rate is 4.6 percent, which saves the city approximately $90,000. Mike Schindhelm, of Foth and VanDyke, presented a dam update. He stated that the water and sewer in the power house area has been relocated and Terra has completed the excavation in that area. The cement work is slated to start this week with overall completion planned for mid-October. Clearing and grubbing is completed on the upper berm between the main spillway and the head gates, along the auxiliary spillway and the lower berm. They have begun cutting the banks along the lower berm. A resolution was passed to demolish the west addition of the Putnam building (old City Hall). It is in disrepair and in danger of collapsing.

IN OTHER BUSINESS: Citizens need to keep sidewalks in good repair. Any cracks or deviations over one-half to three-quarters of an inch violate city requirements. The city swimming pool will remain open through August 31 - Nine students are taking the life guarding class. All council members were ask to attend a meeting being held at the fire station on August 21,. at 6:30 p.m., where information on a county wide emergency system will be presented. The council approved the plan commission recommendation to divide the Century Satellite property into two lots. A resolution passed declaring the redevelopment project area a blighted area. New licenses were approved for the Gridiron. A request for an outside beer tent by Cardinal Lanes was denied. There is a problem with twenty-six downtown trees. Some need trimming, while others may need to be removed. BID has gotten a bid of $1,500 for the trimming and removal, but they would like input from the city. The street department will look into this. The Historic Preservation committee is concerned about the painting of a downtown building after BID cleaned and tuck pointed the building. This occurred after a building was sold. Something needs to be done to prevent this from happening. The mayor stated that department budgets for 2003 will be due by October 10. He does not want to see an increase over last year.

Brodhead Police JULY 28-AUGUST 3, 2002 At 8:37 p.m., Monday, Joshua J. Parrish, 21, Brodhead, was cited for disturbance of peace with a motor vehicle after officers received a driving complaint that occurred in the 1000 block of 21st Street. He was released with a court date. At 6:00 p.m., Tuesday, officers responded to a disturbance in the 1000 block of 21st Street. Nicole L. Pickett, 23, Brodhead, was arrested for child abuse and was transported to Green County Jail pending court. A 15 year old male was released to a family member pending possible disorderly conduct charges. At 9:13 p.m., Wednesday, officers responded to Green Street and CTH E for a two vehicle traffic accident without injuries. Richard A. Bennett, Jr., 19, Brodhead, was cited for driving too fast for conditions and seat belt violation after the vehicle he was driving collided with a vehicle driven by Jamie E. Trumpy, 19, Brodhead. A passenger in Bennett’s vehicle, Andrew A. Lentz, 18, Brodhead, was cited for seat belt violation. The vehicles received moderate damage. At 8:02 p.m., Thursday, Dean J. Brewer, 24, Albany, was cited for speeding on 10th Street and East 8th Avenue. He was released with a court date. At 3:12 a.m., Friday, Brooke L. Trumble, 18, Brodhead, was arrested in the 2500 block of CTH GG for absolute sobriety violation. Brandon J. Riese, 18, Brodhead, was arrested for underage drinking. Eric R. Spanton, 21, Brodhead, was arrested for procure for underage and open intoxicants in motor vehicle. All were released with a court date.

AUGUST 4-10, 2002 At 5:38 p.m., Sunday, officers and Brodhead Area EMS responded to a two vehicle accident in the 1800 block of 1st Center Avenue. A vehicle driven by Arlin 0. Nyborg, 78, Brodhead, was struck from behind by a vehicle driven by Austin D. Burgener, 18, Brodhead. A 51 year old male was transported to Monroe Clinic ER. The investigation continues. At 12:04 a.m., Thursday, officers responded to the 500 block of West 2nd Avenue for a battery complaint. Beau L Stuhr, 18, Brodhead, was cited for underage drinking and was issued a court date. The battery investigation continues. At 10:22 a.m., Thursday, officers responded to a disturbance in the 1200 block of West 5th Avenue. Gregory A. Mau, 17, Brodhead, was arrested for disorderly conduct and possession of tobacco by a minor. He was released with a court date. At 4:30 p.m., Friday, Michael J. Whalen, 21, Brodhead, was arrested in the 100 block of 10th Street on a warrant issued by Rock County. He was released to a Rock County Sheriff’s Department Deputy. At 9:03 p.m., Friday, officers responded to the 1000 block of West 2nd Avenue after receiving a report of a hit and run. Justin S. Krueger, 21, Evansville, was cited for unsafe backing and hit and run after the vehicle he was driving struck a parked car owned by Raul Olmos, Brodhead. Both vehicles received minor damage. Krueger was released with a court date. At 7:54 p.m., Saturday, officers responded to the 1000 block of 21st Street for a report of a disturbance. A 15 year old male was arrested for two counts of disorderly conduct and underage consumption of alcohol. He was transported to Rock County Juvenile Detention Center. Jeannette A. Axelson, 18, Brodhead, was cited for disorderly conduct. She was released with a court date.

Green County Committee Meetings THURSDAY, AUGUST 15 The audit subcommittee of the Green County Human Services Board will meet on Thursday, August 15, at 9:30 a.m. in open session and 10 a.m. in closed session at the Government Services Building, Pleasant View Complex, administrative conference room. The Pleasant View Nursing Home committee will meet on Thursday, August 15, at noon in the administrator’s office. The Green County Development Corporation will meet on Thursday, August 15, at 4 p.m. at the New Glarus Village Hall, 3192nd Street. The Property, Purchasing and Insurance and Loss Control committee will meet on Thursday, August 15, at 4 p.m. in the basement conference room.

FRIDAY, AUGUST 16 The Auditing, Bonding and Claims committee will meet on Friday, August 16, at 1:30 p.m. in the basement conference room.

MONDAY, AUGUST 19 The Over-site committees will meet on Monday, August 19, at 6 p.m. in the office conference room, Pleasant View Complex.

Green County Sheriff’s Report AUGUST 5-11, 2002 At 12:52 a.m., Tuesday, Skyler Pinnow, 20, Brodhead, was cited for underage drinking on Park Road. At 2:39 a.m., Tuesday, Mervin Sommerfield, 52, Orfordville, was cited for unauthorized display of plate. At 11:52 p.m., Wednesday, Zachary McElmurry, 17, Brodhead, was cited for operating after suspension and operating without required headlights on STH 59. In the same incident Anthony Masseur, 17, Albany, was cited for speeding and operating without required lights. They were both given court dates. At 2:54 p.m., Thursday, Sheila Strickling, 38, Albany, was cited for speeding and driving after suspension. She was given a court date. At 4:28 p.m., Thursday, Amber Rollie, 16, Durand, Illinois, was cited for speeding on CTH T. She was given a court date. At 8:02 p.m., Thursday, deputies received a report of a domestic dispute at a location in Spring Grove Township. The investigation resulted in deputies arresting Holly B. LaVoie, 41, Monroe, for fleeing an officer, and reckless endangering safety. LaVoie, was incarcerated at the Green County Jail pending a court appearance. At 11:15 a.m., Friday, Michael Zweifel, 33, Albany, was cited for speeding on STH 59. At 12:17 p.m., Sunday, Kimberly Marti, 17, Albany, was cited for speeding on STH 104. She was given a court date. At 5:50 p.m., Sunday, Daniel Garthwaite, 23, Brodhead, was cited for operating a motor vehicle, while intoxicated and disorderly conduct on STH 11.
